I'd begin with looking for some excellent templates:
I personally have used Falcon Hive
I initially had some problems after I implemented the template with them, but they quickly fixed the issues. You can either rely on them for hosting the .js and either post to it or you could download it and host it yourself.

First Post
Well, I think I'll just start otherwise I won't get any where. First thing I'd recommend is looking a the contrasts between Blogger and WordPress. I've looked at both and they both have great reasons for use. However one will fit you best. Unfortunately, If you pick WordPress I'm going to have to disown you...just kidding. I have used Blogger 99% of the time so I don't have much experience with the alternatives.
